How to Verify Agricultural Land using PLRA in Pakistan

Before 2017, buying agricultural land in Pakistan was a nightmare. Verification meant visiting multiple offices, dealing with corrupt patwaris (local record keepers), waiting weeks, and still never being 100% certain if the land was owned by the seller. Fraud and double selling were endemic.

Then the Punjab Land Records Authority (PLRA) was established to digitize ALL land records across Punjab and replace the manual patwari system with technology. Today, in 2026, you can verify any agricultural land in Punjab in under 5 minutes online. No middlemen. No fees. No risk. Let’s explore how to verify agricultural land in  Pakistan via PLRA?

What is PLRA? Why It Matters for Land Buyers

The Punjab Land Records Authority (PLRA) is a government body created in 2017 under the Board of Revenue to:

  • Digitize all land ownership records across Punjab
  • Eliminate the corrupt patwari system
  • Provide online land verification to citizens
  • Enable transparent property transactions
  • Prevent fraud through biometric verification

The result: Punjab has digitized records of over 50 million landowners across all 36 districts. Whether your farmland is in Chakwal (Talagang), Faisalabad, Lahore, or Multan, the PLRA system covers it.

What Documents & Information Do You Need for PLRA Verification?

To verify agricultural land using PLRA, you need ONE of the following:

  • CNIC (Computerized National Identity Card) of the owner: Your 13-digit national ID number
  • OR Owner’s full legal name exactly as registered in PLRA
  • OR Khewat/Khata number – The plot’s record number (found on old deeds or from the seller)

Additionally, you need to know:

  • District (e.g., Chakwal)
  • Tehsil (Sub-district) (e.g., Chakwal city, Talagang)
  • Mauza (Village or area name) (e.g., Tarap, Talagang)

That is, it. You do NOT need to visit any office, pay any fee, or deal with any middleman.

Key PLRA Documents You’ll See: What They Mean

This is THE primary document proving ownership. Always verify that the seller’s name and CNIC match the Fard exactly.

1. Fard (Land Ownership Document)

What it is:

The official computerized extract showing who owns the land, exact boundaries, and area. Think of it as the ‘certificate of ownership.’

 What it shows:

Owner name, CNIC, property area (in kanals, acres, or sqm), boundaries, any mortgages or liens, and current legal status

Why it matters:

This is the primary document proving ownership. Always verify that the seller’s name and CNIC match the Fard exactly.

 2. Fard Baraye Bay (Transfer Document)

What it is:

A special Fard that shows the BUYER’S name (you) after the sale is complete and registered

When you see it:

Only after the mutation (Intiqal) process is completed. Until then, the Fard will show the SELLER’S name

2026 rule:

Mandatory – the buyer’s CNIC MUST appear on Fard Baraye Bay for the transaction to be legally binding

3. Intiqal (Mutation/Transfer Document)

What it is:

The official registration of ownership transfer from seller to buyer

Requirement:

Must be done in writing with PLRA witness. Oral agreements have NO legal standing in 2026

Why it matters:

Without Intiqal, you legally do NOT own the land even if you paid for it

Go to rod.pulse.gop.pk (note: ends in .gop.pk, not .gov.pk or .com)

Method C – Khewat/Khata Search:

Enter the property record number if you have it from old documents

Step 4 – Review the Results

The PLRA portal will instantly display:

  • Owner name (verify it matches the seller’s ID exactly)
  • CNIC number (confirm this is the seller you are buying from)
  • Property area (in kanals, acres, or square meters)

  • Mortgages or liens (any bank claims on the property)
  • Current legal status (transfer-eligible, disputed, or clear)

Step 5 – Download the Official Fard (Certified Copy)

The portal offers two options:

  • Digital Fard: Free download as PDF. Valid for property transfers, loan applications, verification.
  • Certified Fard: Official hard copy. Get from nearest Arazi Record Center (ARC) after online verification. Small fee (~PKR 200–500).

Step 6 – Verify Critical Details Before Buying

Once you have the Fard, CHECK THESE POINTS:

name = Seller name Owner?

  • Exact match required. Typos or nickname variations = RED FLAG

CNIC matches seller’s original ID?

  • Confirm 13-digit CNIC on Fard matches seller’s CNIC card exactly

Property area matches agreement?

If buying 40 kanals, verify Fard shows minimum 40 kanals (not less)

Any mortgages listed?

If yes, ask seller for Mortgage Clearance Certificate. You cannot take possession if bank lien exists

Legal status = Clear/Transfer-eligible?

If status shows ‘Disputed’ or ‘Frozen’, DO NOT proceed

Red Flags: What PLRA Verification Will Reveal About Bad Deals

The PLRA portal will immediately expose these fraud scenarios:

Seller’s name does NOT match Fard:

Means seller does not actually own the land. STOP – this is a scam.

Land is mortgaged to a bank:

Seller cannot legally transfer ownership until mortgage is cleared. Ask for clearance proof.

Property status shows ‘Disputed’:

Land is in court case or ownership claimed by multiple people. Buying = guaranteed legal problem.

Area mismatch:

Seller claims 48 kanals but Fard shows 30 kanals. You are being cheated on size.

Boundaries missing or incomplete:

Illegal or encroached land. Standard plots have full boundary details.

Multiple owner names:

If land is jointly owned and one owner does not sign transfer document, transfer is incomplete.
